Winter sports

Winter sports are normally played during the winter season. Formally, these sports are played on snow and ice. Some of the winter sports are played around the year such as Basketball. These are informal winter sports. Winter sports are quite different from the normal sports. These are normally the games take place in the snowy area. The places may be on the hilltops are artificially created one.

The main winter sports are Ice hockey, Figure skating, Snow-blading, Mono skiing, Skoal, Tobogganing, and Snowmobiling. Other common winter sports include Alpine and Nordic Skiing, Snowboarding, Sledding events such as Luge, Skeleton, and bobsleigh.

Winter Sports included in Winter Olympics

Some of the winter sports are included in Winter Olympics and some are not. There are also some games which are included in some Olympics and not in other Winter Olympics.

There are several sports included in Winter Olympics Turin 2006 in individual and team categories. These are as follow:

Individual categories:

Ice skating:

Figure skating, Short-track Speedskating and Speed skating were included in Ice skating category.

Skiing

Alpine skiing, Biathlon, Cross-country skiing, Freestyle skiing, New school skiing, Nordic combined and Ski jumping were included in Turin Olympics as Skiing events.

Sledding:

Bobsled, Luge, and Skeleton were played as Sledding.

Snowboarding:

Alpine snowboarding, Boardercross, Freestyle snowboarding, and Slalom were the winter sports included Snowboarding games in the winter Olympics.

Team sports:

Curling and Ice hockey.

Winter Sports, Not included in Winter Olympics

There are some winter sports not included in the Winter Olympics. These are as follow:

Ice skating

Synchronized skating

Skiing
Ski archery, Ski-boarding, Skibob, Ski-joring, Snowshoe, Speed skiing and Telemark skiing were not included in Turin Olympics.

Sledding:

Air-board, Dogsled racing, Ice Blocking and Wok racing were also not found their places in the Winter Olympics Turin 2006.

Snowmobiling:

freestyle, snow-cross. Recreation, cross country and hill climbing in snowmobiling category were not included in Winter Olympics Turin 2006.

Team sports

Some of the team sports are played and enjoyed but not included in the Winter Olympics such as Bandy, Broomball, Ringlet, and Ice stock sport. Snowball fight is also a popular winter sport. Snowman building is popular among children and who build the highest one become the winner. Though Sledge hockey was not included in Winter Olympics it was included in Winter Paralympic Sport.

Recreational sports

People especially children enjoy some of the winter sports on a casual basis. Building snowmen, Ice boating or sailing, Ice swimming, Shiny, Snowball fight, and Tobogganing are some of them.

Update- Final Match 2019

The final match played on May 12 between Mumbai Indians (MI) and Chennai Super Kings (CSK). Mumbai Indians, in the captainship of Rohit Sharma, beat Chennai Super Kings by just 1 run. Run out of MS Dhoni, skipper, CSK was the turning point of the match, that lead to MI being the champion of IPL 2019. Of course, CSK is the runners up. 

Update IPL 2019

Updating this on May 8, 2019, while league matches have come to an end and IPl fans, lovers of T20 cricket are waiting for the winners, runners up. The final match of IPL 2019 will be played on May 12, 2019.

IPL 2019 schedule and points 

IPL 2019 has started on March 23 and will go till May 12 creating a high level of madness among the cricket fans in India and overseas. Mumbai Indians, Chennai Super Kings, and Delhi Capitals are top in the point table. All these three teams have scored 18 points in 14 IPL 2019 T20 matches. However, Mumbai Indians have the best net run rate of 0.421 followed by Chennai Super Kings 0.131 and Delhi Capitals 0.44. 

Sunrisers Hyderabad, Kolkata Knight Riders, and Kings XI Punjab followed the point table of IPL 2019 with 12 points in 14 matches. Rajasthan Royals and Royal Challengers Bangalore have scored the lowest points 11 in IPL 2019. 

Top Batsmen in IPL 2019

David Warner is the top scorer with 692 runs whereas Andre Russell has the best strike rate of 204.81 to date. Again, Andre Rusell has the highest sixes, 52, in his name and Shikhar Dhawan tops the list with 58 fours. Jonny Bairstow hit 114 in a single match, and this is the highest individual score in IPL 2019.

IPL 2019 Best bowlers

Kagiso Rabada tops the bowling list with 25 wickets in his bag. Best bowling figure goes is in favor of Alzarri Joseph with 6 wickets giving 12 runs. Anukul Roy, who played only one match and bowled only two overs has the best bowling average. He took one wicket by giving 11 runs only. Anukul Roy also has the best economy of only 5.50 runs per over. Lucky chap!

Deepak Chahar bowled 163 dot balls and this is the highest dot balls bowled in IPL 2019. However, we cannot forget Jofra Archer who is the only bowler with two maiden overs in his side in this IPL 2019. 16 bowlers could manage to score 1 maiden over in their favor.

T20 Cricket IPL: Indian Premier League

IPL is an abbreviation of Indian Premier League. IPL is a domestic tournament of Cricket in India in the T20 format. The T20 format has become the most popular cricket format in the cricket world since its inception.

The popularity of T20 or twenty-twenty format of cricket has surpassed one day international (ODI) and test cricket formats in popularity. IPL has ignited madness among cricket lovers all over the world and especially in India.

BCCI (Board of Cricket Control in India) organizes Indian Premier League (IPL) every year in India. IPL 2018 is the eleventh in the series. This IPL is sponsored by Vivo and called Vivo IPL. IPL T20 has become a major source of revenue for BCCI and Indian Government. Brand value of the Indian Premier League (IPL) is calculated as the sixth highest in all world sports events.

Sponsors and match format of IPL T20

Each team is sponsored by a sponsor. Each team can hire players from India and other countries. However, it is mandatory to take 4 players from the region. Large numbers of foreign players are participating in IPL T20 because of the huge amount of money.

Each team plays with each team in league matches. Top four teams play in Semifinals. Winner of both semi-finals then play the final match and winner of the final match becomes champion of the IPL T20. Rajasthan Royals won the first IPL T20 and Deccan Chargers bagged the trophy in 2009.

Various formats of cricket: Test cricket

The classical form of cricket is test cricket. It has been played for five long days, six hours a day. It takes a longer time in comparison to one-day internationals(ODI). One day international matches take just one day. All types of cricket matches are played between two teams having 11 players on each side.

Both the teams play two innings in test cricket format. There is no restriction or limit of time in playing an inning. One of the teams bat first and play their innings till 10 of the batsmen out. The opponent team bats the next in the same way. The first team then comes again to bat their second innings as their first. The opponent team plays again in their second innings. Sum total of both innings of both the teams decides the result.

Many times all four innings cannot be completed even in prescribed five days and match ends with a timing draw. This feature of test cricket makes it unpopular. People do not have patience and time of five days to watch a test match in a modern and busy life.

ODI and T20 formats of cricket

One day internationals (ODI) had come in the seventh decade of the twentieth century as a faster format of cricket. Soon it becomes popular in the cricket world. ICC had started organizing world cup for cricket in ODI format. The first world cup was organized in 1975 in England and the West Indies became the world champion of cricket. West Indies won the championship three times and India, Pakistan and Sri Lanka bagged the trophy once. Australia has won the championship four times and they are the present champions.

Both the teams play a limited 50 overs in ODI format of cricket. The team, who scores higher in 50 overs becomes the winner. One day internationals are limited over matches and completed within a day.

T20 is the even faster format of cricket which takes approximately 3 hours to be completed. Each of the teams plays only twenty overs. The team scores higher in twenty overs becomes the winner. T20 or Twenty-twenty format of cricket has started in this century, just a few years back. However, it has become more popular than both test matches and ODIs.

ICC has started world cup for the T20 format of cricket and India was the first Champion in the T20 format. The second one was won by Pakistan and the third T20 world cup will be played this year.

IPL 2014 - Result, orange, and purple cap and the best catch

Kolkata Knight Riders won the IPL T20 cricket final defeating Kings eleven Punjab by 3 wickets in the year 2014. Batting first Kings XI Punjab scored 199 in twenty overs and KKR crossed it scoring 200 in 19.3 overs to be the champion in 2014. The final match was played on Sunday 1st June 2014, at M. Chinnaswamy Stadium, Bengaluru

Robin Uthappa (KKR) won the orange cap (Best batsman) in the tournament scoring highest 660 runs in IPL 2014. He was followed by Dwaine Smith (CSK, 566 runs) and Glen Maxwell (KXIP, 552 runs).

Mohit Sharma (Chennai Super Kings) won the purple cap for the best bowler in IPL T20, in 2014. He bagged 23 wickets in the series. Sunil Narine (KKR) and Bhuvaneshwar Kunar (SRH) followed him for second and third positions with 21 and 20 wickets respectively to their credit.

Glenn Maxwell of KXIP was declared most valuable player with 286 points followed by Dwaine Smith (285.5 points) and Robin Uthappa (288 points). Kieren Pollard took the best catch in the tournament.

AMENDMENT 2018 IN RAJASTHAN BOVINE ANIMAL PRESERVATION ACT 1995

RAJASTHAN ALLOWS SLAUGHTER OF BUFFALOES BY AMENDING SECTION 2 OF RAJASTHAN BOVINE ANIMAL PRESERVATION ACT 1995- UNETHICAL, UNCONSTITUTIONAL AND AGAINST PUBLIC INTEREST  

        By an Amendment Bill 2018 the Legislative Assembly of Rajasthan has amended section 2 of the Rajasthan Bovine Animal (Prohibition of Slaughter & Regulation of Temporary Migration or Export) Act 1995 to allow freely the slaughter of all types of buffaloes including milking pregnant, calves, drought useful for agriculture and breeding. This will be a black day in the history of Government of Rajasthan to kill the millions of buffaloes unfettered by any law and will bring a halt to the white revolution, blow to the farmers, availability of milk, hamper the growth of non-conventional energy means, ecological balance, rural economy, health of public, availability of natural dung, spoiling the fertility and health of the soil.

Protest Rajasthan Bovine Animals Amendment Bill 2018 that leads to buffalo slaughtering

 The Government is heading towards gruesome cruelty by above decision to kill innumerable dumb, Hapless and speechless innocent buffaloes who fed the citizens of entire country with 80% nutrient milk and sustained the growth of country and its citizen and always stood as a true friend. The decision has utterly abrogated the soul of Article 51A (g) of the Constitution of India which reads as follows:

 “It is the duty of every citizen to protect and improve the natural environment including forest, lakes, rivers and wild life, and to have compassion for living creatures”.

 It may be gainfully mentioned that both the bovine species Cow and Buffalo are inter related and in actual practice, it will encourage slaughter of cow progeny due to fact that prices of Cows and Buffalo beef are interconnected and dependent  due to market conditions economic viability for export purposes. Cow beef is illegally exported in the guise of buffalo meat. Why beef is exported illegally because there is no ban on buffalo meat export and same is all the more now encouraged.

In 1995, the then State government has enacted the above Act of 1995 with avowed Aim and object of curbing the slaughtering of cow & buffalo progeny. The Aim and object reads as follows:

“With the growing awareness of non-conventional energy sources like bio-gas the necessity of dung of these bovine species has gained further importance in addition to its utility as manure and as a fuel for the rural population. Such cattle even when they cease to be capable of yielding milk or breeding or working drought cattle can no longer consider as useless”. “In order to protect and improve the natural environment by minimizing dependence on chemical fertilizers and pesticides and by using natural & soil friendly manure generated by these bovine animals the slaughtering of these animals needs to be strictly prohibited”.

“UTTER DEFIANCE OF ARTICLE 48 OF THE CONSTITUTION OF INDIA”

The State Government is heading towards violating the Directive Principles enshrined in the Article 48 of the Constitution of India which directs that the State shall in particular take steps for preserving and improving the breeds and prohibiting slaughter of cows and calves and other milch and drought cattle. To implement and enforce the Directive principle of our Constitution, the then State Government enacted the above Act prohibiting the slaughter of milch and drought cattle which means and includes buffaloes. Now it is unfortunate that the present Government who is committed to uphold our great heritage and culture, chose to allow killing of buffaloes.

The decision of the Government violated the spirit of judgment of Honorable Supreme Court of India in the case of State of Gujarat v/s. Mirzapur Moti Kureshi Kasab Jamat and others in Civil Appeal no. 4937 of 2005.The importance of Article 48 is emphasized by honorable court in above case. Court observed “that they (Article 48) are nevertheless fundamental in the governance of the country. They further observed that directives principles play a significant role. The reasoning is further strengthened by article 51-A(g) of the Constitution. The state and every citizen of India must have compassion for living

creatures. The cattle which has served human beings is entitled to compassion in its age when it has ceased to be milch become drought and so called ‘useless’. It will be an act of irreprehensible ingratitude to condemn a cattle in its old age as useless and send it to slaughter house taking away a little time from its natural life that it would have lived. forgetting its service to the major part of his life for which it had remain milch or drought”.

Most States have ban on Slaughter of Buffalo:

  It may be gainfully mentioned that many states namely Tamilnadu, Andhra Pradesh, Telangana, Karnataka, Gujarat, Madhya Pradesh, Bihar, Jammu and Kashmir, Assam, Chhattisgarh etc have a ban on slaughter of useful buffaloes in furtherance of Article 48 of the Constitution of India.

           The removal of ban on slaughter of buffaloes would give a big relief to the buffalo meat producers and traders as reported in TOI Newspapers will encourage theft of buffaloes, slaughter of Cow and its progeny in the guise of buffalo, slaughter of all types of useful buffaloes, open gates for establishing the buffalo slaughter houses in Rajasthan, adversely affect the milk production, create shortage of much needed natural dung fertilizer, renewable energy, encourage adulteration of milk, increase prices of milk and its products, encourage export of meat, indiscriminate slaughter of buffaloes resulting in extinction of rare breeds, effect the farmers livelihood, earnings of poor milk vendors, dairy farming, spoil the soil fertility, encourage use of chemical fertilizers, create ecological imbalance, encourage farmers suicide adversely affect rural economy, and transportation and will result in depletion and destruction of cattle wealth of the country for which Honorable Supreme Court has already expressed its anguish and gave directions for review of Meat export policy.

           In its judgment dated.29-3-2006 in the case of Akhil Bharatiya Goseva Sangh Vs. State of A.P. & Others in Civil Appeal No. 3967/94 the apex Court directed:

“Finally, the Central Govt. is directed to review the meat export policy, in the light of the Directive Principles of State Policy under the Constitution of India, and also in the light of the policy’s potential harmful effects on livestock population, and therefore on the economy of the country”.   

          

Already there is heavy shortage of milk and its prices are unaffordable to a common man which prompted unscrupulous elements to resort to adulteration of milk, khowa, kalakand, curd, yogurt, sweets, ghee etc. 70% of the milk in the country is already adulterated as per Union Ministers statement made in Parliament. Honorable Supreme Court took a serious note on this problem and directed to take strict steps. Every day adulteration cases are reported in the news papers. Criminal cases are booked but they are tips in the ice berg. When Shortage of milk resulting in its high

prices is created by indiscriminate slaughter of Cattle (both milking and drought bovine species), it is next to impossible to curb the adulteration. This amendment will add fuel to the fire. In proportion to human population the bovine population is declining steeply, causing ecological imbalance which can never be replenished.

          By such decisions our heritage and culture enshrined in Article 51A (f) in the land of Mahatma Gandhi, Lord Rama, Lord Krishna, Bhagwan Buddha and Mahavira will be highly disrespected and insulted. Such type of decisions to kill the bovine animals like buffalo is nothing but an inhuman, unsocial act and reminds us of primitive wild society.

  

           Maharashtra Animal reservation Act amended in 1995; section 6 of this Act restricts the slaughter of buffaloes.

Similarly section 3 of Bihar preservation of Animals Act 1955 prohibits the slaughter of Buffaloes.

         Similarly section 5 of Assam cattle preservation Act 1950 prohibits the slaughter of Buffaloes.

         Similarly section 6 of A.P. Prohibition of Cow slaughter Act 1977 prohibits the slaughter of Buffaloes likewise, many other states also.

       The Central law, Prevention of Cruelty to Animals Act 1960 read with very recent Rules called as Prevention of Cruelty to Animal (care and maintenance of case property Animals) Rules 2017 defines cattle means a bovine animal including bulls, cows, buffaloes steers heifers and calves and includes camels.

       A new law called Prohibition of Slaughter of Camels is enacted in 2015 by Rajasthan Govt. as in the absence of any law, the camels were slaughtered indiscriminately and its population drastically declined and becoming extinct. Now with this proposed amendment the buffaloes will also end their life in slaughter houses as Camels were in the absence of any Law.

      Representation has been made to Government of Rajasthan  to withdraw the said amendment and make necessary amendment on par with other State Laws so as to prohibit the slaughter of milch, drought buffaloes (cattle) as  directed under Article 48 of Constitution of India.

      The Rajasthan Government deserves appreciation for amending the law by inserting section 6 A in the above Act 1995 to equip itself with the powers of confiscation of means of conveyance used in the commission of offence under the Act and further inserting section 12 A to authorise competent authority or other person to arrest any person who is involved in the commission of offence punishable under this Act.

भैंसो के कत्ल पर से प्रतिबंध हटाना संविधान का अपमान -किसान एवं  जनता  विरोधी  कदम

राजस्थान सरकार ने अभी अभी विधानसभा मे एक बिल पारित किया है। जिसके अनुसार Rajasthan Bovine Animal (Prohibition of Slaughter & Regulation of Temporary Migration or Export) Act, 1995 (Act No. 23 of 1995) मे संशोधन कर भैंस प्रजाति को इस कानून से बाहर कर दिया है। इस से भैंस और भैंस प्रजाति को कत्ल करने की सरे आम छूट मिल जायेगी और आने वाले दिनों में कत्लखानों की राजस्थान मे बाढ लग जायेगी। यह राजस्थान सरकार के इतिहास का काला अध्याय माना जायेगा । राजस्थान सरकार ने भारतीय संविधान की  धारा 48 की न सिर्फ़ धज्जियाँ ही उडाई एवं अपमान किया बल्कि किसानों के साथ साथ छल कपट व धोखा भी किया हैं । अहिँसा प्रेमी, राजस्थान, की जनता के स्वास्थ्य के साथ भारी खिलवाड किया हैं ।

भारतीय संविधान 48 वे अनुच्छेद के अनुसार- 48. कृषि और पशुपालन का संगठन--राज्य, कृषि और पशुपालन को आधुनिक और वैज्ञानिक प्रणालियों से संगठित करने का प्रयास करेगा और विशिष्टतया गायों और बछड़ों तथा अन्य दुधारू और वाहक पशुओं की नस्लों के परिरक्षण और सुधार के लिए और उनके वध का प्रतिषेध करने के लिए कदम उठाएगा। यहाँ  संविधान मे अन्य दुधारु और वाहक पशुओं के अंतर्गत भैंस प्रजाति भी आती है लेकिन इस परिभाषा को राजस्थान सरकार ने अपने ढंग से व्याख्या कर गलत इंगित किया है संविधान मे निर्देशित कानून की खुलमखुल्ला अवहेलना हुई है। केन्द्र और राज्यों का यह कर्तव्य हैं कि संविधान के सिद्धांतो को अपने अपने श्रेत्र मे जनहित मे लागू करें । इन सिद्धांतो के मद्देनजर मध्य प्रदेश, गुजरात, कर्नाटक, बिहार, तमिलनाडु, आन्ध्र प्रदेश, तेलंगाना, छत्तीसगढ़, असम, कश्मीर आदि कई प्रांतो ने दुधारू एवं कृषियोग्य गोवंश एवं भैंस के वध पर 1958  से प्रतिबंध लगाया हुआ है।

        1995 मे तात्कालीन सरकार ने संविधान के अनुच्छेद 48 की भावनाओं का आदर करते हुये निम्न उद्देश्यों को ध्यान मे रखते हुये गाय व भैंस के कत्ल पर प्रतिबंध लगाया था।

उद्देश्य : गैर-पारंम्परिक उर्जा स्त्रोतो  मे बढती जागरुकता जैसे बायो गैस जो विशेष रूप से ग्रामीण क्षेत्रो में खाना पकाने और प्रकाश व्यवस्था के लिए ऊर्जा की आपूर्ति को पूरा करता है, साथ ही बायोगैस तकनीकी अवायवीय पाचन  के बाद  उच्च गुणवत्ता वाला खाद प्रदान करता है जो कि रासायनिक उर्वरकों और
कीटनाशक उर्वरकों की तुलना से बहुत अच्छा होता है । इस प्रौद्योगिकी के माध्यम से वनों की कटाई को रोका जा सकता है, भूमि की उर्वरता बढाई जा सकती है और पर्यावरण संतुलन (ecological balance) को प्राप्त किया जा सकता है | ऐसे पशु जो दूध देने या प्रजनन मे या वाहक के उपयोगी  न भी हो तो भी उन्हें अनुपयोगी के रूप मे विचार नहीँ कर सकते। " प्राकृतिक पर्यावरण को सुरक्षित और बेहतर बनाने के लिये इन जानवरों के कत्ल को सख्ती से निषिद्द किया जाना चाहिये। "

                राजस्थान सरकार का यह निर्णय 26 अक्टूबर 2005 को सुप्रीम कोर्ट के सात न्यायाधीशों की संविधान पीठ के गुजरात सरकार बनाम मीरजापुर मोती कुरैशी कसाब जमात केस के फैसले का अनादर है । कोर्ट ने गोमांस और भैंसे के मांस को भोजन का महत्वपूर्ण जरिया मानने की दलील खारिज कर दी।

इस फैसले में कोर्ट ने संविधान के अनुच्छेद 48 में गौवंश एवं भैस की हत्या रोकने की सरकार की जिम्मेदारी का भी हवाला दिया। उस फैसले में कोर्ट ने गाय और बैलों की उपयोगिता और गोबर के महत्व को भी दर्ज किया है।

संविधान के अनुच्छेद 51 A(g) का हवाला देते हुए न्यालाय ने कहा है कि राज्य सरकारो का यह दायित्व हैं कि वे प्राणीयों के प्रति सद्भावना एवं दया रखे। कोर्ट ने कहा कि जिसने जीवन भर मानव की सेवा की  है, वृद्धावस्था मे उसके प्रति दया रखना एवं बचाना सभी का दायित्व बनता है।

              माननीय उच्चतम न्यायलय ने अपने एक और निर्णय दि: 29.03.2006 (अखिल भारतीय गौ सेवा संघ बनाम आन्ध्र प्रदेश सरकार, अपील न. 3967/94) में केन्द्र सरकार को माँस निर्यात पालिसी पर निम्न लिखित बातों को ध्यान मे रख कर पुनर्विचार करने को कहा ---

1.  जिससे कि हमारे पशु सम्पदा की संख्या न घटे ।

2.  जिस से कि हमारे संविधान के अनुच्छेद 48 मे निहित नीति निर्देशक सिद्धान्तों का हनन न हो।

3.  जिस से कि हमारी आर्थिक स्थिति पर बुरा असर न हो।

                 अभी राजस्थान सरकार ने अपने फैसले मे सभी तरह की भैंस प्रजाति (बछड़े, दुधारू, गर्भवती सहित) को काटने की सरेआम छुट दे दी हैं ।भैस कि उत्तम नस्ल लुप्त होने का खतरा बढ़ जाएगा। पहले से ही भारत दुध की कमी के कारण उँची किमतों से जूझ रहा है और 70% दुध में मिलावट हो रही है। अरबों रुपयों की विदेशी मुद्रा खर्च कर दुध पाउडर का आयात करना पड रहा हैं । स्वयं कृषि मंत्री महोदय ने लोकसभा में स्वीकार किया कि दुध मे सिंथेटिक केमीक्लस एवं युरीया आदि मिलाकर नकली दुध, घी और खोवा बेचा जा रहा है जो कैंसर के साथ साथ कई असाध्य बिमारीयों का कारण बनता है। भारत की 80% दुध की खपत भैंस के दुध से पूरी होती है। भैंस देश की श्वेत क्रान्ति का हेतु है। विदेशों मे माँस की बढती खपत और ऊँची कीमतों के कारण माँस निर्यातक कत्लखाने किसानों को ऊँची कीमतों का लालच

देकर अपना उद्देश्य पूरा करने मे नहीँ हिचकिचायेंगे। माननीय प्रधान मन्त्रीजी ने लोकसभा चुनावों के पूर्व माँस निर्यात के कम करने का दावा और वादा किया था, राजस्थान सरकार सम्पूर्णतया उनके वादे के खिलाफ जा रही है। दुर्भिक्ष और विवशता मे किसान अपने पशुधन को बेचेगा और आवश्यकता पडने पर ऊँचे दामों पर खरीदेगा अन्ततः स्वभाविक रूप से वह कर्ज मे डूबेगा और वह गरीब आत्महत्या पर भी उतारु हो जायेगा । आत्महत्या के बढते दौर मे ये नापाक कदम और आत्महत्या को बढावा देगा।

             भैंसो के काटने की छूट की वजह से उसकी आड़ मे भारी संख्या मे गौवंश कट रहा है। यह एक सर्वविदित सत्य है और आज भी गौमांस का निर्यात माँस निर्यातक कत्लखाने दिनोंदिन बढा रहे हैं । सरकार के इस फ़ेसले से पर्यावरण असंतुलन तो होगा ही साथ ही में जहर एवं बिमारीयों के रुप मे भयंकर दुष्परिणाम जनता को भुगतने होंगे। राजस्थान जैसी पवित्र शाकाहारी भूमि मे इस तरह की कत्लेआम की स्वीकृति देना अति दुर्भाग्यपूर्ण है।

             महात्मा गाँधी, भगवान राम, कृष्ण, बुद्ध, महावीर एवं गुरुनानक की यह अहिँसामयी पवित्र धरती रक्त रंजित तो होगी ही साथ मे हमारी संस्कृति एवं सभ्यता का अनादर भी होगा । ऐसे फ़ैसले अमानवीय. असामाजिक, असभ्य के साथ साथ हमें आदिम युग की याद दिलाते हैं ।

भैंस का क्रूरतापूर्ण क़त्ल 

९ मार्च 2018 को राजस्थान विधानसभा ने राजस्‍थान गोवंशीय पशु (वध का प्रतिषेध और अस्‍थायी प्रव्रजन या निर्यात का विनियमन) विधेयक 1995 (मूल विधेयक) में कुछ संशोधन किये हैं.

इस संशोधित विधेयक में गोवंश की परिभाषा से भैंस प्रजाति को बाहर निकल दिया गया है. अब तक गाय के साथ भैंसों की हत्या पर भी राजस्थान प्रदेश में प्रतिवंध था. लेकिन इस संशोधन के बाद अब भैंसों के क़त्ल का रास्ता साफ़ हो गया है.

छत्तीसगढ़, बिहार, झारखण्ड, गुजरात, महाराष्ट्र, असम, आन्ध्र प्रदेश अदि अनेक प्रदेशों में अभी भी गाय के साथ भैंसों की हत्या पर प्रतिवंध है; फिर क्या कारण है की राजस्थान सरकार ने जल्दबाज़ी में ऐसा बेतुका कदम उठाया? समाचार माध्यमों के अनुसार यह कदम माँस निर्यातकों को खुश करने के लिए उठाया गया है.  

भैंस के क्रूरतापूर्ण क़त्ल का वीडियो 

२०१२ की पशु गणना के अनुसार राजस्थान प्रदेश में १ करोड़ ३३ लाख गाय (प्रजाति) एवं १ करोड़ २९ लाख ७६ हज़ार भैंस (प्रजाति) है. इसका अर्थ ये हुआ की गाय और भैंस लगभग सामान संख्या में है.

भैंसों की हत्या पर प्रतिवंध हटने से प्रति वर्ष लाखों की संख्या में भैंसें कत्लखाने जाएगी और यहाँ खून की नदियां बहेगी. दूध एवं गोवर की कमी होगी। दूध एवं दुग्धजात पदार्थों के दामों में बढ़ोतरी होगी. पर्यावरण को नुकसान होगा. भैंस बोझ ढोने का भी काम करता है इस प्रकार वह मनुष्य के लिए उपयोगी बनता है. राजस्थान के टोंक जिले में नदी किनारे से खरबूजा ढोकर लाने में भैंसों का बखूबी उपयोग होता है.

अब तक राजस्थान में कोई बड़ा यांत्रिक कत्लखाना नहीं है और यह इस प्रदेश की अहिंसक एवं शांतिपूर्ण छवि को दर्शाता है. लेकिन इस विधेयक में संशोधन से प्रदेश की अहिंसक छवि समाप्त हो जाएगी।

भारत में सर्बप्रथम राजस्थान में ही पशु और पक्षी बलि (प्रतिषेध अधिनियम) 1975 पारित किया गया था. जिसे बाद में अन्य राज्यों द्वारा इसका अनुकरण किया गया. यह कानून, पशु और पक्षी बलि (प्रतिषेध अधिनियम) 1975, बना कर राजस्थान ने जो यश प्राप्त किया था  राजस्‍थान गोवंशीय पशु (वध का प्रतिषेध और अस्‍थायी प्रव्रजन या निर्यात का विनियमन) (संशोधन) विधेयक, 2018 लाकर वर्त्तमान सरकार ने राज्य को उतना ही कलंकित किया है.

राजस्थान के जालोर-सिरोही संसदीय क्षेत्र से सांसद देवजी पटेल ने लोकसभा में कृषि राज्यमंत्री कृष्णराज से भैंसों के क़त्ल के सम्वन्ध में प्रश्न पूछा था एवं बूचड़खानों को बंद करने की मांग की थी. २४ मार्च २०१८ को अनेक समाचार पत्रों ने इसे प्रमुखता से प्रकाशित किया था.

आश्चर्य की बात ये है की भाजपा ही नहीं कॉंग्रेस सहित अन्य विपक्षी दलों ने भी राजस्थान विधानसभा में इस संशोधन का विरोध नहीं किया न ही भैंसों को इस विधेयक में से हटाने पर कोई चर्चा हुई. ऐसा पता चला है की केवल माननीय विधायक ज्ञानदेव आहूजा ने इसके विरोध में सदन से बहिर्गमन किया था.

८ अप्रैल को शिवजीराम भवन जयपुर में आयोजित एक सभा में, जिसमे राजपूत, जैन, अग्रवाल, माहेश्वरी, खंडेलवाल, ब्राह्मण, सिख, मुस्लमान अदि सभी समुदाय के लोग उपस्थित थे; इस संशोधन का विरोध किया गया. सभा में लगभग ३००० लोग मौजूद थे.

गोवंश हत्या प्रतिषेध कानून में संशोधन का विरोध समाचार 

प्राप्त जानकारी के अनुसार राजस्‍थान गोवंशीय पशु (वध का प्रतिषेध और अस्‍थायी प्रव्रजन या निर्यात का विनियमन) (संशोधन) विधेयक, 2018 पर माननीय राज्यपाल महोदय के हस्ताक्षर हो गए हैं एवं यह महामहिम राष्ट्रपति जी के दस्तखत के लिए गया भेजा गया है और वर्त्तमान में यह विधेयक केंद्र सरकार के गृहमंत्रालय में लंबित है.

जिस समय यह विधेयक प्रस्तावित था उस समय ही श्री खिल्लीमल जी जैन, पूर्व विधायक अलवर, ने मुख्यमंत्री श्रीमती वसुंधरा राजे को पत्र लिख कर इस पर अपना विरोध जताया था. मैं भी १५ दिन पूर्व अपना  विरोध मुख्यमंत्री श्रीमती वसुंधरा राजे, पूर्व मुख्यमंत्री श्री अशोक गेहलोत, श्री अशोक परनामी, प्रदेशाध्यक्ष भाजपा, श्री सचिन पाइलॉट, प्रदेशाध्यक्ष, कोन्ग्रेस पार्टी सभी को जता चूका हूँ.

श्री जसराज जी श्रीश्रीमाल, राष्ट्रीय अध्यक्ष, भारतीय गोवंश रक्षण संवर्धन परिषद् ; श्री शांतिलाल जी सालेचा हैदराबाद आदि भी इस विधेयक के विरोध में कार्य कर रहें हैं एवं विभिन्न स्थानों में घूम घूम कर प्रचार कर रहे हैं. परम पूज्य खरतर गच्छाधिपति आचार्य श्री मणिप्रभ सूरीश्वर जी महाराज, मुनि श्री धैर्यसुन्दर विजय जी  एवं प्रवर्तिनी साध्वी श्री शशिप्रभा श्री जी, साध्वी श्री सुरेखा श्री जी अदि भी इसके विरोध में अपना स्वर मुखर कर चुकी हैं.

श्री अंकित टुंकलिया ने Change.org के माध्यम से अपना विरोध दर्ज़ कराया था एवं कल मैंने भी महामहिम राष्ट्रपति जी को पत्र लिखकर एवं Change.org के माध्यम से अपना विरोध दर्ज़ कराया है. मेरे जैसे अनेक अहिंसाप्रेमी लोग भी अपना विरोध विभिन्न माध्यमों से व्यक्त कर रहे हैं. कृपया नीचे दिए हुए लिंक पर अपना विरोध दर्ज़ कराएं.

विषय: राजस्थान बोवाइन एनिमल्स संशोधन विधेयक के क्रम में 

मान्यवर महोदय,

सादर प्रणाम। उपरोक्त विषय में निवेदन है कि राज्य विधानसभा में राजस्थान बोवाइन एनिमल्स संशोधन विधेयक २०१८ पारित किया गया है जिसमें धारा २ के तहत पशु की परिभाषा में से भैंस को विलोपित किया गया है। जबकि अन्य सभी संशोधन उचित व आवश्यक है तथा स्वागत किये जाने योग्य हैं। यह संशोधन आपके पास हस्ताक्षर के लिए भेजा गया है 

मान्यवर महोदय,

उपरोक्त संशोधन से राजस्थान में से भैंसों का निकास बढेगा व दूध की उपलब्धता प्रभावित होगी।क्योंकि भैंस दुधारू पशु है एवं ग्रामीण क्षेत्रों में प्रत्येक घर में भैंस पाली जाती हैं जो कि उनके भरण पोषण का भी साधन है। प्रस्तावित संशोधन से हिंसा को बढ़ावा मिलेगा व दूध की किल्लत होगी। हमारे देश में दूध के उत्पादन में भैंसों का योगदान दो तिहाई है।

यदि भैंसों को उपरोक्त अधिनियम के प्रावधानों से बाहर कर दिया गया तो उनका कत्ल बढेगा एवं मांस निर्यात को बढावा मिलेगा। इससे प्रस्तावित संशोधन मीट लाबी द्वारा लाया गया भी प्रतीत हो रहा है।

भैंसों की कमी के कारण अपमिश्रण बढेगा एवँ रासायनिक दूध के उत्पादन में वृद्धि होगी जिससे स्वास्थ्य पर विपरीत असर पडेगा।

उपरोक्त संशोधन राजस्थान बोवाइन एनिमल्स एक्ट की मूलभावना के विपरीत है।

उपरोक्त अधिनियम जब १९९५ में पारित किया गया था उस समय उपरोक्त अधिनियम की जो मूल भावना थी उसका संशोधन विधेयक २०१८ में ध्यान नहीं रखा गया है ।

उपरोक्त अधिनियम की मूल भावना को नीचे पुन उद्धत किया जा रहा है ।

"With the growing awareness of non-conventional energy sources like biogas the necessity of dung of these bovine species has gained further importance in addition to its utility as manure and as a fuel for the rural population. Such cattle even when they cease to be capable of yielding milk or breeding or working drought cattle can no longer consider as useless".

"In order to protect and improve the natural environment by minimizing dependence on chemical fertilizers and pesticides and by using natural and soil friendly manure generated by these bovine animals. The slaughtering of these animals needs to be strictly prohibited".

उपरोक्त संशोधन भारतीय संविधान के अनुच्छेद ४८ व ५१ए/जी। के प्रावधानों की भावना के विपरीत है तथा माननीय सर्वोच्च न्यायालय द्वारा इस संबंध में कई निर्णय पारित किए हुए हैं ।

आप से प्रार्थना है कि आप उपरोक्त संशोधन बिल में से धारा २ के तहत प्रस्तावित संशोधन को विधेयक से हटाने पर पुनर्विचार करने की कृपा करें ।

President gives a nod to Rajasthan Animals Act amendments, asks the state to exclude buffalo from bovine list

President Ram Nath Kovind asked the Vasundhara Raje-led government to make a clarification in the Act and asked them to exclude buffaloes in the list of bovine animals, state Parliamentary Affairs Minister Rajendra Rathore said.

President Ram Nath Kovind on Monday approved amendments to the Rajasthan Bovine Animals (Prohibition of Slaughter and Regulation of Temporary Migration or Export) Act 1995, which gives the authorities the right to seize vehicles used in the illegal transportation of cows, besides making such an act punishable with arrest. However, Kovind has asked the Vasundhara Raje-led government to make a clarification in the Act and asked them not to include buffaloes in the list of bovine animals, ANI quoted state Parliamentary Affairs Minister Rajendra Rathore as saying.

जयपुर के जैन समाज की प्रेरणादायी गतिविधियां

जयपुर के जैन समाज की प्रेरणाष्पद गतिविधियां 

राजस्थान की राजधानी जयपुर जैन समाज का गढ़ है. यहाँ श्वेताम्बर एवं दिगंबर दोनों समाज मिलकर लगभग तीन लाख जैन रहते हैं. जैन समाज मुख्यतः व्यापारिक समुदाय है परन्तु समाज में अनेक नौकरीपेशा लोग भी हैं. जयपुर का जैन समाज न केवल स्वावलम्बी एवं समृद्ध है वल्कि सामाजिक कार्यों में इनका अतुलनीय योगदान है.

मुख्यतः व्यापारिक कामों में रहते हुए भी धार्मिक, सामाजिक, सांस्कृतिक, शैक्षणिक, स्वास्थ्य, सेवा, यहाँ तक की राजनैतिक गतिविधियों में भी जैन समाज की भागीदारी महत्वपूर्ण है. जयपुर का मुख्य व्यापार जवाहरात का है और इस व्यवसाय में पचास प्रतिशत से भी अधिक योगदान अकेले जैन समाज का है. अन्य व्यापारों जैसे जमीन जायदाद, कपडा, पर्यटन, आदि में भी जैन समाज अग्रणी है.

प्रभुपूजन करती हुई महिलाएं 

प्रवचन देती हुई साध्वियां 

जयपुर धार्मिक नगरी है और लगभग ५०० जैन मंदिर, अनेकों उपाश्रय, पौषाल, स्थानक, नसियां आदि यहाँ की धार्मिकता की कहानी के परिचायक हैं. यहाँ चातुर्मास, प्रतिष्ठा, पंच कल्याणक, भक्ति संध्या, पूजन समारोह आदि की झड़ी लगी रहती है.

सामाजिक गतिविधियों में भी जयपुर का जैन समाज अग्रणी है. यहाँ के त्यौहार देखने लायक होते हैं. जयपुर के जैन समाज के विवाहादि समारोहों की चर्चा देश-विदेश में होती है. आये दिन सामाजिक सम्मलेन होते रहते हैं. सामाजिक सभाओं के माध्यम से जैन समुदाय के लोग लगातार एक दूसरे से मिलते जुलते रहते हैं और सामाजिक समरसता बनाये रखते हैं.

अपनी संस्कृति को बनाये रखने की जैन समाज की लगन काबीले तारीफ है. अपनी सांस्कृतिक पहचान बनाये रखने की शिक्षा जैन समाज के बालक बालिकाओं को जनम घुंटी में ही मिल जाती है. वर्ष भर तक होनेवाले सांस्कृतिक कार्यक्रमों से लोग अपनी जड़ों से जुड़े रहते हैं. चित्रकारी हो या गीत संगीत, हस्त शिल्प हो या कविता, कला के हर क्षेत्र में जैन समाज के लोगों की रूचि रहती है.

शिक्षा तो ऐसा क्षेत्र है जहाँ जैन समाज के योगदान के बिना जयपुर की कल्पना भी नहीं की जा सकती. जैन समाज बहुत बड़ी संख्या में स्कूल, कॉलेज एवं अन्य शिक्षा संस्थानों का सञ्चालन करता है. इनमे श्री श्वेताम्बर जैन विद्यालय १२५ वर्ष से भी अधिक पुराना है. यह जयपुर का प्रथम गैरसरकारी विद्यालय है. ८० वर्ष से भी अधिक पुराना वीर बालिका विद्यालय महिला शिक्षा के क्षेत्र की सबसे पुराना संस्था है. सुवोध समूह सबसे बड़ा है जिसकी लगभग ३० शाखाएं है. इसीप्रकार अन्य भी कई संस्थाएं उत्कृष्ट शिक्षा की वाहक है. केवल जैन समाज द्वारा संचालित शिक्षा संस्थानों में ही ५० हज़ार से अधिक छात्र/छात्राएं शिक्षा ग्रहण कर रहे हैं. यह संस्थाएं पूर्व प्राथमिक से स्नातकोत्तर तक की शिक्षा प्रदान करती है.

जयपुर फुट के साथ डी आर मेहता 

जयपुर के जैन समाज ने अनेकों अस्पताल, क्लिनिक आदि का निर्माण करवा कर स्वास्थ्य एवं चिकित्सा  के क्षेत्र में महत्वपूर्ण योगदान  दिया है. यहाँ का भगवान महावीर विकलांग सहायता समिति (जयपुर फुट) अपने क्षेत्र की विश्व की सबसे बड़ी संस्था है जहाँ प्रतिवर्ष लाखों की संख्या में दिव्यांगों को सहायता पहुंचाई जाती है.  भगवन महावीर कैंसर अस्पताल कैंसर चिकित्सा का राजस्थान का सबसे बड़ा केंद्र है और देश की ख्यातनाम चिकित्सा संस्था है. संतोकबा दुर्लभजी एवं अमर जैन अस्पताल की भी अपनी प्रतिष्ठा है. इसके अतिरिक्त भी अनेकों अस्पताल, क्लिनिक निदान केंद्र आदि जैन समाज द्वारा संचालित है. महावीर इंटरनेशनल निःशुल्क दवा वितरण, नेत्र चिकित्सा शिविर आदि के माध्यम से अपनी सेवाएं प्रदान करती है. जयपुर का आई बैंक भी जैन समाज की देन है.

सेवा के क्षेत्र में भी जैन समाज पीछे नहीं है. सैंकड़ों स्वयंसेवी संस्थाओं के माध्यम से यह कार्य निरंतर गतिमान रहता है. बढ़, सूखा जैसी प्राकृतिक आपदाओं का समय हो या गरीबों को भोजन देना, पशु-पक्षी की सेवा करनी हो या भूखों को भोजन जैन समाज इन सभी कामों में सदा अग्रणी रहता है.

राजस्थान की वसुंधरा सरकार ने चौतरफा विरोध को देखते हुए प्रस्तावित लोकसेवक संशोधन विधेयक 2017 को पुनर्विचार हेतु वापस लेकर एक अच्छा कदम उठाया है. सरकारी कर्मचारियों के प्रति एक आम धारणा है की वे निकम्मे व भ्रष्ट हैं. स्वतंत्रता के बाद के ७० वर्षों की उनकी कार्यशैली ने इस धारणा को लगातार पुष्ट किया है. एक के बाद एक सात पे कमीशन (सातवां वेतन आयोग) के माध्यम से लगातार उनके वेतन, भत्ते एवं सुविधाओं में लगातार हो रही वृद्धि को भी सामान्य जन अपने ऊपर एक बोझ के रूप में ही देखते हैं. सरकारी कर्मचारी चाहे राज्य सरकार का हो अथवा केंद्र सरकार का सभी की स्थिति एक जैसी है. इसमें हम रक्षा विभाग के अंतर्गत कर्मचारियों को अपवाद स्वरुप देख सकते हैं जिन्हे जनता आज भी सन्मान की दृष्टि से देखती है.

सरकारी कर्मचारियों के भ्रष्टाचार एवं निकम्मेपन के पीछे एक महत्वपूर्ण कारण है उन्हें मिलनेवाली कानूनी सुरक्षा कवच. यद्यपि अपने कर्त्तव्य को निभाने के लिए कुछ आवश्यक रक्षा कवच की उन्हें भी आवश्यकता है परन्तु इसका अत्यधिक दुरूपयोग जनता की आँखों की किरकिरी हो चुकी है. अंग्रेज सरकार ने भारतीयों को गुलाम बनाये रखने के लिए सरकारी कर्मचारियों का जमकर दुरूपयोग किया और उन्हें क़ानूनी सुरक्षा कवच दे कर उन्हें ऐसा करने के लिए प्रोत्साहित किया. उसी कोलोनियल तंत्र का आज के इस प्रजातंत्र के युग में भी बने रहना दुर्भाग्य का ही विषय है.

इस क़ानूनी सुरक्षा कवच के कारण सरकारी कर्मचारियों पर किसी तरह की कानूनी कार्यवाही करना काफी कठिन काम हो जाता है. प्रायः राज्य और केंद्र सरकारें इन निकम्मे और भ्रष्ट कर्मचारियों को दण्डित करने के स्थान पर उन्हें बचाने का ही काम करती है. इसलिए ये कर्मचारी जनता के प्रति अपने उत्तर दायित्व को निभाने की जगह अपने राजनैतिक आकाओं को खुश करने में लगे रहते हैं और पिसती है बेचारी जनता. आखिर इन कर्मचारियों के वेतन-भत्ते एवं अन्य सुविधाओं का इंतज़ाम जनता की गाढ़ी कमाई से वसूले गए कर (Tax) से ही होता है!

पहले से ही दिए गए क़ानूनी सुरक्षा कवच में इस संशोधन के जरिये और भी बढ़ोतरी की जा रही थी. इस सम्वन्ध में २-३ माह पहले ही अध्यादेश ला कर राजस्थान की भाजपा सरकार ने अपनी मंशा स्पष्ट कर दी थी. परन्तु इस विधेयक के खिलाफ विपक्षी कांग्रेस ने पुरजोर आवाज उठाई। यहाँ तक की सत्ता पक्ष के कुछ  विधायकों जैसे सांगानेर के विधायक घनश्याम तिवाड़ी एवं बीकानेर के मानक चन्द सुराणा ने भी इसके विरोध में बोलना शुरू किया. समाचार माध्यमों ने भी इस विषय को पुरजोर तरीके से उठा कर इसे जनता का मुद्दा बना दिया. ऐसी स्थिति में मजबूर हो कर मुख्यमंत्री वसुंधरा राजे को आज इस विधेयक पर पुनर्विचार करने की घोषणा करनी पड़ी.

यद्यपि विपक्षी कांग्रेस ने अभी इस विधेयक का विरोध किया है परन्तु ७० वर्षों तक इस प्रकार के विधेयक को केंद्र एवं राज्य सरकारों में बनाये रखने का पाप कांग्रेस ने ही किया है. यह तो बात ऐसी हुई की सौ चूहे खा कर बिल्ली को है को चली! अब समय है जनता के जागरूक होने का और जागरूक जनता ही सरकारी कर्मचारियों को सही रस्ते पर ला सकती है.

अतः जागो जनता जागो! अतः जागो जनता जागो! अतः जागो जनता जागो! अतः जागो जनता जागो!
